Emerging Aviation Analyst
Joe Ellerman joined KDOT in 2026, bringing over two decades of public safety expertise to the division. Following a 21-year career in law enforcement where he served as a Motorcycle Officer, Special Response Team Leader, Hostage Negotiator, and Firearms Instructor, Joe continues to serve his community as a volunteer firefighter and rescue team member. At KDOT, he leverages this tactical and emergency response experience to expand the use of Unmanned Aircraft Systems (UAS) for public safety operations, enhancing safety and service across Kansas communities. Raised on a farm in Northeast Kansas, his father was an Air Force Veteran who was never too busy to look up when he heard the engines of a nearby C-130. Joe’s interest in aviation took off while managing ground support for an aerial application company. The complex coordination required for safe agricultural operations inspired him to begin taking flight lessons.
